In Portsmouth we have seen the numbers of young people on some form of Universal Credit triple between March and August and we, Shaping Portsmouth, will be fully active in this initiative and have entered into a Partnership with the Employment, Learning and Skills team led by Jane Lamer at Portsmouth City Council to make this a positive offering to our City Businesses.
The three roles in this programme are:
- Company taking on the young person
- Young person on some form of Universal Credit
- Kickstart gateway organisation (the facilitator who provides the young candidates to the Companies)
PCC will be one of many local organisations that have or will apply to become a Gateway provider and the minimum number of placements a Gateway provider must commit to is 30. If any organisation cannot reach this threshold then they can partner with someone who is registered as a Gateway provider on the HM Governments website.
Any organisation taking on a young person for the duration of the scheme will get £1,500 as a one-off payment to provide the working tools / equipment the candidate needs to carry out their role. All the details about this scheme are available here.
The scheme will begin in earnest in the next few weeks and the placements are due to start in November this year.
At Shaping Portsmouth, we are committed to work with Jane Lamer and the team to make this an outstanding success for both the individual and Company employing them. We plan to provide specific support to both the Company and Individual during the six months of the scheme in order to maximise the opportunity for that person to be kept on at the end of the placement.

On 10th December 2020 and 14th January 2021, we held one-hour seminars, which included briefings from the Department for Work & Pensions, Portsmouth City Council and Shaping Portsmouth, which explains how the scheme works, explores the potential benefits for your business and answers questions from attendees. There was also be the opportunity to learn about the training and development support being offered by the city’s colleges for Kickstart employers.
